Installing software for a Ethernet Card

Everytime I try to identify the hardware and install the
software for my ethernet card. It says something about
secur32.dll not being present and whenever I put the
Windows 98 CD in. It says the CD doesn't have it on it.
So what do I do to correct this problem or where can I
download the necessary information and driver?
