the ICS machine will be fixed at 192.168.0.1 - yes ?

on the other machnie put cmd in the Run box of start to get an OS
window, type ipconfig /all to see what settings it has now

then go Start/My Network places/View network connections to get the
USB 54g connectiod up on the screen, right mouse/properties select
TCP/IP then click properties

on the General tab you will see you can select "Use the following
address" instead of "Obtain an IP address automatically", do this then
enter the data collected from ipconfig/all ie the IP address you want
to use, 255.255.255.0 as a mask and 192.168.0.1 for the gateway (the
IP of the ICS machine). For DNS you may need to put the ISP DNS
address or it may work with the gateway address - I forget

Here's the Microsoft knowledgebase article on how to configure ICS with static
clients.

http://support.microsoft.com/default...b;en-us;309642

It works ok as I've set up my clients with static IP's
