"the system reported no protocol parsers" error when using network monitor

I'm trying to run network monitor under server 2003. i get the message:

the system reported no protocol parsers! please reinstall, network monitor
requires protocol parsers.

I've tried reinstalling network monitor as per the MSDN page that deals with
this error but the problem persists. any ideas? thanks,
