System not displayed in network neighborhood

I have a user with XP SP2 on his laptop. We are using a W2k3 domain. His
laptop is not displayed on Network Neighborhood even though I can ping it. I
uninstalled and reinstalled his file & printer sharing in his network
connection. His laptop shows up in DNS with the correct IP address however I
notice in WINS it only shows up in one of the WINS servers and not both. It
does not show up when I do a net view. All of his network settings look
normal. What could be keeping his laptop from being displayed in network
neighborhood?

Hello Ron,

Is NetBIOS over TCP/IP enabled?

network properties>TCP/IP>advanced>WINS>enable netbios over TCP
