I have Windows 2003 and 2000 servers and Win2K and XP workstations. How can
I synchronize them so they all have the same date and time? Thank you.

Put 'net time \\MYSERVER /set /yes' in your login script. MYSERVER is the
server that has the correct time and you want all others to sync to.

You don't. They will all sync to the domain controller with the pdc role,
it is required for Active Directory. You change the time on all machines by
changing the time on the DC.

or by setting external time source on that dc

Do I need the Windows Time service running and, if so, on just the primary
DC?

You will need Windows Time service running on all machines that participate
in the synchronization process.
