Solution would depend on what "certain conditions" are. You could run a
script using netsh utility under "certain conditions" that would change the
IP address of your second network card. You will have to be more specific...
One thing you could also try is Network Teaming if you equipment supports
this (e.g. newer HP server support this out of the box). Point of this
solution is you bind two network cards to one "virtual one" with IP address.
If one NIC should fail the other NIC takes over with same IP and
configuration.
