Switch lights blinking rapidly. Need help FAST!!!!!

Has anyone seen a network swictch with all lights
blinkinig rapidly indicating data flow, but users are not
getting access to the network or the internet. We are
running Windows 2000 server with Dhcp and DSL as the
gateway. Is this some sort of network virus? Need help
fast. All users are down completely.!

Could be about anything.

Yes it could be a virus,...like Welchia, for example.

I believe that there was a type of DOS attack on the
network, probably ICMP flood.

That's what Welchia does. It may be active for a while, then stop, then
active, then stop.
