sudden network problems

Our network worked fine for 4 years. Our server has NT 4.0 server and our
workstations have NT 4.0 Workstation. The Server is the PDC. Until recently
we had a different Internet connection (not dial-up) All computers have
static IP addresses. The subnet masks and the Gateway addresses are the
same. We had to change to a dial-up connection. The computer with the modem
is not the server and the computer with the dial-up is listed as the proxy in
the other computers through the IE connection. The first problem appeared
when a workstation could not print and the message "error writing to ## for
Document: An unexpected network error occurred." The in the servier the
event viewer has listed IDs 8003 "The master browser has received a server
announcement from the computer ## that believes that is is the master browser
for the toman on transport NetBT_DLKFET1. The master browser is stopping or
an election is beling forced." The server has also had the Event ID 115:
The service could not bind instance 2. The data is the error code.
I have tried to research these errors but I am stumped. Please anyone who
can guide me, give me a hint. Sad to say, I am the most knowledgeable person
available to troubleshoot this problem.

Settng the "modem machine" as a Proxy in IE doesn't mean anything if the
machine is not a "proxy". Putting a modem in it and wanting to use to to
provide Internet access is not "making" it a proxy. A "proxy" is a specific
Server Application that has to be installed, configured, and running on the
machine..., that is what makes it a proxy.

You need to make it more clear how it was setup before and how it is setup
now. There are hudreds of possibilities and I would be guessing for days and
days if I don't have a clear understanding of what you are working with.

best information. We are using a free proxy applicationon on the computer w
ith the modem. It uses the IE connection tab to insert the IP address and
port for the "proxy" server in the other computers on the network. The
network was just set up with the TCP/IP properties, etc. and was working ok
until this "printing" problem. Then I found the other Events in Event
viewer in the server. That is what I considered the other problems. If you
will tell me what other information would help I will find it. I appreciate
anything you can do.

Ok,..that sounds fine.

The only thing I can think of here is that this proxy must contain a Local
Address Table (LAT) and it is not correct. It should contain only the LAN's
IP Range and possibly the 127.0.0.x range.

The Browser Elections are a nromal part of the way Windows Networking
happens. Those entries are simply telling you that a browser election was
required and has been initiated.

There isn't anything else I can tell you, there is not enough information
and at this point I don't even know what to ask for.
