Yes, it's a feature of the Ralink software, not Win98.

My point was that if the OP really wants the option to switch off his
Internet connection, he might find it easier using a wireless card,
rather than pulling out the Ethernet lead. The assumption being that
his router most probably has a wireless facility.
I initially tried using a USB wireless adapter with the old Win98 box
but the performance was poor and there was no option to turn off the
connection. The Edimax/Ralink PCI card is much better.
