If in windows firewall, I allow for port 80 ex) subnet
10.10.10.64/255.255.255.192 (not 10.10.10.0/255.255.255.192), will it know to
allow the range 10.10.10.64-10.10.10.127 or will it allow
10.10.10.0-10.10.10.63 instead?

Hello study,

This will be the usable range for network 10.10.10.64 with 255.255.255.192:
First host address: 10.10.10.65
Last host address: 10.10.10.126
Broadcast address: 10.10.10.127
