Sure, if you have the permissions, but what exactly would stop
people from simply resolving the IP?
Unsure about your post, perhaps you are looking to setup users
"~/public_html"? Which would require far less afford then
virtual hosts.
Of course you can make a virtual host for any user, if you
control the DNS server authoritative for your domain, a CNAME for
each should be enough. But you can't use the IP anymore, or you
would need one IP for each virtual host.
