Strange Sniff

Sometimes ago, I've sniffed some packet on a ethernet network between
two pc with linux os (kernel 2.6.7). I've seen something very strange:
these declared 1700 MTU, but it sent packets of 640. Well, I've tried to
looking for this about google and I've finded the TSO (TCP Segmentation
Offload), but I've developed my knowledge snd I've understood thath this
not send little packets, but normal ethernet packets.
What can you think?
