Strange reason for mail being refused.

I am running a graylisting problem to reduce spam. Many requests for
confirmation bounce (of course), but one came back with this message:
reason: 554 Mail for (E-Mail Removed) rejected for policy
reasons.

Does this mean that kimberly has been blacklisted by someone like SpamCop?

I think it means kimberly or her ISP has blacklisted you or your ISP.

Could be any number reasons to reject mail from you related to worm/spam
traps. Maybe they use dynamic IP lists or "dialup equivalent" lists that
also include anyone with "dsl" in their hostname (rDNS for your IP). Or
maybe your server identifies itself by a name that does not resolve to its
IP. The original message itself may have been a worm or spam. The e-mail
address may be a forged guess.

You might try relaying the mail through your ISP's outgoing relay. But
they may tire of you bouncing all those worms and spam. I am certainly
tired of clueless bots asking me to confirm worms/spam with forged from
that I never sent.
