I had the same problem with evening Usenet throttling when I was with
[spit] Tiscali.
I migrated my ADSL over to BE and never looked back

As you are with Individual.net there is a work-around that you can do
immediately, because they support SSL encryption over port 443

http://www.individual.net/faq.php#1.14

It worked well for me on Eternal September over a Tiscali connection.

I see it's only port 563 that individual support so I suppose Entanet
could block it, You could get a free account from Eternal September as
they do support 443 SSL and that would be rather difficult block.
