Strang MAC address

I have MN-700 base station that seems to be fine.
However, I am having some slow connections in my local
network. In trying to trobleshoot this, I noticed some
strange MAC addresses.

On the base station managment tool, the LAN MAC Address
and the MAC Address both start with 00-0D-3A. I checked,
and this is Microsoft's vendor id. So far, so good.

On every machine on my local area network, the ARP table
shows the MAC Address of the IP of the base station as
starting with 02-0D-3A. I checked, and this is an invalid
MAC address. Everything seems to work but some slow
response. Can anyone explain why they are different? Is
there anything I should do about it?
