Interaction between subnets depends on IP routing. And Internet
connection sharing requires ICS or NAT. Making changes to DNS would not
affect that.
If RRAS is enabled, check the RRAS console to see what is set up. If
RRAS is not configured, check that IP routing is disabled.

Set the following registry value:
Value Name: IPEnableRouter
Value type: REG_DWORD
1 = enabled, 0=disabled.
