Static Routes with Class A Subnets

We have a server where a class A static route was configured, however
whenever the server reboots it takes up to 15 minutes for any traffic
destined for that class A subnet to be routed through the gateway
configured. Does anyone know if this is a bug with Windows and static
routes, specifically with large subnets?
