Static IP's Assigned but ipconfig shows 0.0.0.0

I have installed 2 netgear ethernet card into 2 different
Win 98 PC's - Both suffer from the following: I assign
static IP's reboot but the network cannot be browsed.
TCP/IP properties still show the assigned addresses but
ipconfig or winipcfg show 0.0.0.0 for the IP and subnet.
Can anyone tell me how to get round this problem??
