Start-up tray icon

My start-up tray icon for my 700 wireless bases station
is usually green, but lately it is always orange, yet I'm
still connected to the internet. Shouldn't it always be
green?? When it ti orange, does that indicate there is a
problem in the software somewhere?? I run Norton
Internet security and I can a pop-up that says asks to
permit MSBNtray.exe trying to access the internet.

2005 Norton Internet Security. It is a problem with
Norton, I believe as it worked fine for months before the
changeover. Again the MS Broadband Network Utility
indicates the network is connected to the Internet but
the Tray Icon indicates it is not.
