standard xp user cant create file on C root

XP user cannot create file on root of C
I can create file in C:\dir\
I cannot right click, create new text file on C drive root
Permission Denied msg
Login as ADMIN and its fine.

Can GROUP policy restrict users creating files on C ?

IF so how ?

IF not what else could it be ?

Probably NTFS permissions on the root. Have you checked those?
