Squid + dial on demand

Hi all.

I have ISDN internet connection with dial-on-demand option enabled. All
clients in the network (win and lin) can connect to internet through
this gateway, no problem there. But I would like to setup squid proxy
for limiting bandwidth, monitoring and other stuff. Squid works fine if
I dial the connection manually on the server, but dial-on-demand doesn't
work.

ERROR
The requested URL could not be retrieved
While trying to retrieve the URL: http://www.google.com/
The following error was encountered:
Connection Failed
The system returned:
(101) Network is unreachable
The remote host or network may be down. Please try the request again.

So, it's obvious that server doesn't dial the connection. Can squid work
with dial-on-demand?

I found this website, which tells to download the patch for this problem,

but this patch is for old Squid 2.3. Is there such patch fer new
version, or is there any solution at all for this?

Maybe your filters (of pppd) don't allow to initiate a connection from
localhost?
