what should you expect from an ISP?

Its ok for me to undestand that people share the web but when and what
should you expect from the people your connected to? Is thier a
general rule. I use a web site (ADSL Guide) just to check what I am
getting sometimes. Today I got this on a 1 meg:
Direction
Actual Speed
True Speed (estimated)

Downstream 953 Kbps (119.1 KB/sec) 1029 Kbps (inc. overheads)
Upstream 242 Kbps (30.3 KB/sec) 261 Kbps (inc. overheads)

But yesterday at the same time I got 876Kbps

I assume Im losing 47Kbs somewhere today and yesterday 124kbs. Im very
happy with my ISP Central Point but if if drops to 600kbs say, would
you phone them or say leave it and try again etc.

The Big question is... is thier a rule or consumers guide thing?

No problem with those numbers

Given that the 1Mbit service you have is contended at 50:1 it could in
theory fall to just 20Kbps and still be inside "acceptable" limits, in
practice contention doesn't (yet?) reach those levels ...

Right on the nail ! (better than most i`d suggest, too)

....speeds vary - perhaps part of their network was congested or otherwise
impaired yesterday ?
