Speed?

Hi all
been with AOL! for the last 5 years but you can nearly taste the traffic
shaping at peak times lately. Been on their 8meg package and getting between
4-5 meg. 02's checker says I can get 13meg from them on their 20 meg deal.
how come the difference or am I missing something? I would have thought 4-5
meg would be all my line can get regardless of provider. Time for a change
anyway methinks.
