Is this speed right?

I have a Linksys WAP54G Wireless G 54Mb router upstairs on my main
computer.

Downstairs I have a Linksys WGA54G Wireless-G Game Adapter hooked to
my XBOX.

I'm transferring files and the FTP program is telling me that
transfers are averaging 1,700 KBps.

I hate doing these conversions but isn't that only 1.7Mbps and thus,
I'm only getting about 1/31 of the performance possible? If my
conversion is right, that seems abysmally slow and thus, I'd want to
know what I can do to improve that.

You can get close by using 1B (byte) = 10b (bit). So your 1700KBps is
1.7MBPs * 10 b/B = 17Mbps - which no broadband accessible to the
unwashed masses supports. Wireless-g or -b is immaterial to FTP download
over broadband which typically maxes out at 3Mbps = 300KBps. Well
except for the person who will inevitably respond in the message below
that his is 600KBps, LOL.

Anyway, your original number is off somewhere. You are probably seeing
170KBps or 1700Kbps (lower case b) - a typical broadband rate.
Broadband speed is limited by the sending source and intevening network
and there is nothing you can do to enhance it from your end. The best
test is to upload a very large file to your ISP FTP storage - a 700MB
ISO image works. Then download to test the speed. You minimize the
network nodes involved and come about as close to a dedicated private
source as you can otherwise find.

Lest there be any confusion to readers, the Xbox unless hacked is a
closed system and inaccessible to FTP.

Correct. My XBOX has been modified as I want to use it to store media
files, mainly music, on it. I'm not a fan of streaming solutions.
