Sometimes users can't login after changing password on domain at first login

Running Windows Server 2003. Workstations are XP Professional SP 1.
The users are required to change their password at initial login. Some
users complain they can't login to the domain with their new password
and the old one won't work either. The password has to be reset by
administrator. Any suggestions?
