Some users can't ping my webserver

Dear Group;

My Windows 2000 Server IIS is blocking certain IP numbers.

Problem:
Everyone in the world can visit my 5 websites,
EXCEPT dialup modem customers of my ISP www.xmission.com in SaltLakeCity.

I have been hosting 5 websites since Jan 2000.
The website permanent IP addresses are sequential starting at:
168.70.183.70 - 168.70.183.71 - etc.
When I verify this problem using a dialup connection from my ISP:
1 - Ping to any of the above IP addresses fails
(except 168.70.183.65 - my router IP address)
2 - Traceroute to any of the above IP addresses fails.
(the traceroute stops after my ISP internal rack server)

My server uses a Cisco 678 router, my ISP is www.xmission.com

I have carefully checked to make sure that my IIS is NOT blocking ANY IP
addresses.
(Note; I realize that I have the ability to block IP addresses, but I don't
block any)

My netmasks are 255.255.255.224

My ISP Tech Support has confirmed that the problem is not on their end.
They also checked my Cisco 678 router via telnet, and confirmed that all of
my settings and netmasks are correct. ( I own a block of 32 IP addresses ).

After 5 years of this problem, I am willing to do anything it takes to solve
this problem.

Any suggestions?

I can't get to 168.70.183.70 - .4
I stop at 134.159.125.166 and am experiencing packet loss at that hop.

Agreed. Can't even get to 168.70.183.65 . Times out at a 134.159.125
address.

tracert to xmission works and doesn't go through 134.159.125

tracert to 134.159.125.166 works. It is netvigator.cust-net.reach.com

Not too sure what this all means!
