I'd suspect a browse master issue is involved. On a network with no domain
controller, when PCs are started up and shut down this can initiate an
election of a new master browser. This process can take 15 minutes and will
cause disruptions of your ability to browse the network.

Essentially, you'll want to make one PC (the one that's first turned on, or
the one that's left on most of the time) the master browser and disable all
other computers from becoming a master browser.
