D-link base station requires 13 character wep password for
128 bit encryption.
Laptop with MN-720 set up on Win XP system will accept
this length of password, but Laptop with Win 98 will not
accept 13 character password. Wants 10 or 26 character
password. Is there a fix?

check with DLink support and ask how to get a 26 character WEP key
from the base station.

The "key" you are entering is not HEX. The software provided by
Microsoft only supports HEX keys. Windows XP & newer are the only OS's
from Microsoft that support wireless networks which is why the Windows
XP computer can take the other key.
