Software installation question....

I hope someone could help me on this one?? I had a computer running 98 SE
connected to a PDC some time ago, which was then upgraded to win2k prof (on
the same domain). At this point, the standard user of this machine was able
to install software at will (which for said machine was of low risk) until
one day a virus appeared, and the machine was wiped clean and XP Prof
installed from scratch. Now, the standard user of that machine cannot
install just any software as could before. How can I get this back??

I looked in GPO under Computer configuration >> Administrative Templates >>
Windows components >> Windows installer...Click on "Always install with
elevated privileges" I didnt like the way the explaination read - Could
this be what the Win2k have had set since it was just an upgrade from win
98??


Does anyone know of another way to reproduce said feature??

If I am not wrong, that GPO applies to software installed via GPO or
remotely by network administrator.

For most cases, users have to have local admin rights to their PC in order
to install software successfully, as it involves modifying registry,
updating system files/components etc.

I know it can be done, but the process at this point escapes me.. Create a
local user at the computer in question with admin rights....( am I
right?? )....but there is another step there which I cannot remember...(but
the current policy is being enforced by the DC- there is no way I will
change the DC policy for the user to admin!)
