Nothing stopping the other ISPs setting up their own networks to avoid this.

Hang on a minute! That would mean they would have to invest money up front
rather than get someone else to do it for them on the chance they might
possibly want to use it. Isn't a free market wonderful.

Last time I was looking on SamKnows.com there was no status information
available. Perhaps you could give a bit more information on the changes
that have been made, and how it affects the reporting (I assume they now
have a lower threshold so things therefore look 'worse' than before)...

Slightly confused by the fact that exchanges can contain quite a few
DSLAMs and if any one of them goes over (under?) the reporting level
then the whole exchange is shown as red.

The above probably indicates that one DSLAM was upgraded and then, a
couple of weeks later, another went over the limit.

You can get a better idea of what is happening by going to the
following page - it lists all the DSLAMs on an exchange and their
current bandwidth usage.

And no, I don't know of a way of finding out which DSLAM you are
connected to :-)
