SNMP event 7031 error by SCM

W2K AS w/SP3 has SNMP service installed & running nicely for a long time. But now (about a month or so ago), with increasing frequency, it gets terminated with the following event log entry
Event ID: 7301
Source: Service Control Manage
The SNMP Service terminated unexpectedly. It has done this 9 time(s). The following corrective action will be taken in 0 milliseconds: No action

netstat -an shows no other service is listening on port 161

What's the possible root cause of this problem and how do I get around it?
