SMTP service IIS snapin is missing!

server 2003, TRYING to setup pop3/smtp. smtp service is installed and
running yet it doesnt appear in IIS manager. read all the posts and yes,
file and print sharing is installed. so now what? ive uninstalled and
reinstalled everything several times. this is a bad joke
