Slow Recieving network traffic

We have a small business server that we want to use as a file server.
The server is able to send files, but receiving files is very slow.
We tried using a different nic and the problem persists. Running a
packet sniffer doesn't pick up anything except false alarms on tcp
checksums ( the server nic is using tcp checksum offloading.) Any
ideas on what the problem is?
