How old? What processor and memory? Many PC's are just too slow to

3 to 4 Mbits/sec is typical of what you would get downloading via a
cable modem. Something is wrong with the desktop.

Yeah, the problem is probably an undersized RWIN (default receive
window size). Run the "tweak test" below and follow its advice.
