Slow Network Throughput

I have a Windows NT domain (which will be upgraded to 2003 within the year)
with intermittent extremely slow intranet data throughput. Averaging about
20-25 MB/minute. Somedays the network operates at acceptible speeds.

There are 50 clients (2000 Pro and XP machines), a few NT4 and 2003 servers
running, and HP Procurve switches on CAT5.

It seems like everything has dropped to 10 mbps rather than 100 mbps. Anyone
have any suggestions on troubleshooting this dilemma????
