Slow initial RDP Logon

Hi all,

I have found something very strange, and wonder if anyone else has seen this
too. I have a Win 2003 Standard Edition Server with SP1 installed. It also
has Terminal Services and Terminal Services Licensing installed on it.

When the TS licensing is set to "per user", a RDP connection from another
workstation takes approx 5 seconds between initiating the connection and
seeing the Start button of the server.

HOWEVER! If the TS licensing is changed to be "per device" then the time
taken to complete the RDP session from the same workstation consistently
takes approx 30 seconds! Why should this be?

I have activated the licensing server, but there are no CALs on it.
Would/should this make a difference?

Any suggestions??
