slow client/server application

Hello all,
A client/server application is very slow whereas the download rate from
the same client machine from the same server is high as expected.
How can I narrow down the problem?
Which tools are recommended?
How can I make sure that a network admin isn't cheating and somehow
limit the traffic between the server and client application?

Why not just ask the network admin?
