I have a colleague who wants to make amendments to his domain and ideally
transfer it to another registrar, however the current registrar is proving
impossible to get hold of and may have left the country. Is there some body
who can force through a change to a new registrar?

Depends on the type of domain (.uk, .com, .it etc)

If it's a .uk domain, contact Nominet. I had to do this once, and they
were very efficient.
