We have 2 Win98SE PCs connected by ICS, with one connected to ntl
broadband. This has its clock updated by Turnpike every time it
connects.
How can I slave the other one's clock (i.e. time and date) to this one?

You need to install an NTP server on the computer with the correct time.
AboutTime is a Careware NTP server. You may also configure AboutTime
to set the clock from a remote NTP server.
