Sky Base: is this capped to a certain number of users per exchange?

Hi

I'm coming to the end of my 12 months with Pipex.

I'm going to get Sky TV in time for the new football season, so I may
well get Sky broadband at the same time, especially if I can get the
free Base product.

However, when I type my phone number into Sky's availability tool on
their own website, 50% of the time, it says I can get Max, Mid and
Base, and 50% of the time, the only option available is Connect, which
costs £17 a month.

I'm wondering if:

(a) Sky's website is flawed, and is randomly dishing out answers

or

(b) The website is clever enough to know that there is a certain
number of users per exchange who can have Base.

or

(c) There is another explanation.....

If you look through groups for $ky you will find advice such as "always send
a recorded delivery letter" - why do you think this is?
