site-to-site L2TP tunnel, server 2003 to server 2003, without using ISA

I'm trying to set up a site-to-site network between 2 windows 2003
servers (no ISA server) behind NAT'ed firewalls. (With port 1701/UDP
forwarded to each server)

e.g.

SiteA Server
192.168.0.2
|
192.168.0.1
SiteA Router
|
Internet
|
SiteB Router
192.168.1.1
|
192.168.1.2
SiteB server

All the links I've found on technet seem to refer to either using ISA
or connecting to a 3rd party router at one of the ends. Does anyone
happen to have any links that will help me accomplish what I'm trying
to do?

I also require devices on both networks to be able to talk to any
other device on either network.
