Historically, there is a distinction between browsing workgroups as
distingished from domains across subnets. As a result, you may not be able
to do this with your workgroup setup - See:

Obviously, since you have a Windows Server 2003 machine, the recommended
solution would be to configure an Active Directory domain. If instead you
are determined to retain the workgroup setup, try:
1. Install WINS - may not work, but it's easy to configure and test; or
2. Sometimes you can fool the browser service: On the server run regedit
and navigate to:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Servic es\Browser\Parameters
Set IsDomainMaster to TRUE
On each client machine create an lmhosts file pointing to the server as the
PDC - substitute your workgroup name for the domain name. See:
