Should I turn ECN on? How to set receive buffer size?

Most of what I read about ECN problems is dated before year 2003.

1) Should I turn ECN on or not?

/proc/sys/net/ipv4/tcp_rmem is set to
4096 87380 16777216
but nevertheless http://netspeed.stanford.edu/ says my receive buffer
is 62.0Kb.

The kernel is 2.4.32.

2) How do I get a 128K receive buffer? (I think I have it set to
85+K??)

I have read Oskar Andreasson until I'm totally confused... Any
authortative tutorial or how-to information you have links for would
be deeply appreciated.
