How should 2003 member servers ntp parameters be set for domain time?

I am new to this domain and have setup the domain controller to be an NTP
server. It is evident that the member servers time settings have been
played with. Some or most of them are querying time.nist.gov even though
that is not in their Time parameters in the registry. What should their
registry time settings be to query the domain controller?

HKLM\SYSTEM\CurrentControlSet\Services\W32Time\Par ameters

Type = NT5DS

Applied to all machines except PDC emulator will sync all to the PDC
emulator - should be directly in a single non-routed domain.

Will the NT5DS setting cause the member servers to ignore the peer list in
the NTPServer value?

Yes. This list is only referenced when Type = NTP
