shorewall 100Mb minimal cpu

i have an old p1 120 mhz linux box with shorewall and a big blacklist
what s the minimal cpu to use with a 100Mb network
because i got only 700 KB with shorewall
and 2000 KB without shorewall

I got 3 to 4 MB on a 1GHz PC with Leaf - Bering, that contains
shorewall, with a tiny ruleset
