Hmm......try this,
1. Open network properties like you did before.
2. Click the "Access Control" tab.
3. Verify that "Share-level access control" is selected.
Oh, and you might as well make sure that you are using "Client for Microsoft
Networks" as your primary network logon. You can change this setting on the
"Configuration" tab. (And, I might say that you have to press "OK" at logon
when the login screen appears, not "Cancel". I was helping someone a while
ago and that was the problem.) Anyways, I don't think that these settings
will make the sharing tab disappear, but you might as well check them.

P.S. I'm assuming that you have already added "Client for Microsoft
Networks" and "File and printer sharing". I'm also assuming that you
configured file and printer sharing by clicking the "File and Printer
sharing" button under the "configuration" tab.
