Sharing tab missing from Properties

I have a small peer-to-peer network with two computers
running XP Pro and one running Win 98 SE. I am trying to
see a second hard drive on my Win 98 machine. I have
double-checked that file sharing is turned on, and in
fact I can see the C:\ drive from my XP machines.

However, when I right-click and select "Properties" on
any of the folders or drives on the Win 98 machine, the
Sharing tab is missing, even on the folders I can access
from my other machine.

I have run the Network setup wizard that comes with Win
XP more than once. Any ideas?

Tip #8 at the website listed below says to remove the
registry value
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersio
n\Policies\Network\NoFileSharingControl

This value does not exist in my registry. In fact, I
searched the entire registry for the
value "NoFileSharingControl" and I only found it in
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Curr entVersi
on\Setup\Netsetup\Policies\PerUser\

I did delete it here, but it dit not fix the problem.
Any other ideas?
