I have a TV card in my desktop PC and, via a wireless connection, want to
use this (i.e.watch TV) on a networked laptop.

Is this possible and, if so, can anyone point me in the direction of an
idiot's guide?

The only way to watch the TV from the other PC is to stream the programme over
the network. But you'd be unable to change channels... etc.

This will do it: www.videolan.org - But it's a large headache for a novice.
