My Dad lives about 4-5 miles away. He is too cheap to pay for high
speed internet. Is there a way I can share my broadband connection
with him?

Basic answer: No. The distance is too great without paying a lot more for
equipment than he would for high speed.

As Chris H. pointed out it is not worth it if he lives in a populated
area with broadband access available.
