Share Folder contents get copied to the desktop.

I am configuring a Windows 2003 Server -Enterprise Edition.
The machine I'm using is a Dell Poweredge 4600 Server


My problem is this:
I have tried several time - unsucessfully to
create a Departmental Shares and had the strangest results.

Problem Case:
Departments ( Shares with read only permission )
Sales ( Security Permission
of Sales Group Only)
Accounting ( Security Permission of
Accounting Group Only)
IT ( Security Permission
of IT Group Only)

Let me get down to the chase.

I have a Kixtart script that assigns individual department based on
group association.
This works fine - except whenever I go to say: IT and put a document
in this folder - the contents get copied to the desktop.
To make matters worse - anyone that logs into the
system get the contents of those same files on their desktop - Weird.

I have duplicated this on a test server and it works fine

Could someone please help me.

I forgot to mention that I had Group policy turned off and still had the
same problem.

Just in case someone will be suggesting something about the policy being
incorrect.
